Question for the ECU tune pros out there...

Ok, so what does VIN coding entail? Do we just provide the VIN to the dealer and they plug in a device and enter the VIN through an electronic connection and coding process?
If that's the case, then it would seem buying a new ECU somewhere other than the dealer (for a reduced price) and then walk it over to the dealer for the VIN coding, would be the best option for saving a few bucks. BTW - anyone have any recent estimates for 2009/2010/2011 ECU? (justthebest?)
Lastly, are the any considerations or detriments for doing ECU switchouts; if one chooses to go this route?

I paid around $1600 out the door for mine from a dealership for my 2010 in 2010. And from what I've heard (forums and dealerships), you can't buy a blank ECU - Germany programs it before they let it leave.

Not sure why the tuning head honchos are not chiming in but it could involve classified info that would impinge on the best interest of tuning in general and realtionships with manufacturers.
