Is it normal for PowerChip to charge $190 to flash back your ECU to stock?

Some tuners behave peculiarly when their customers choose another avenue.

Their response to me was that Mercedes has something similar (I forget the exact term) a rolling or changing encryption, so if they gave me the exact file from when my car was stock, my car probably wouldnt start or work properly because the ECU codes change over time.
I will say that Matt from Powerchip was very polite and offered to help load the other tuners code onto the ECU because we were having these issues (to demonstrate that there wasnt nefarious anything PC was doing), or install the new Stage 2 that PC has developed and is currently marketing. Again, I am not saying that anyone is being untruthful, but it seems that if PC really put my stock file back on there, it could be extracted like normal.
I am excited to have the ACG tune loaded up and tested out...but not happy I just wasted $190. I mean, in the long run, it isn't the money obviously, but just that I could have had my car tuned by last Friday instead of wasting three days total to send out, wait for and unsuccessfully load the stock file from PC.
I know ACG shares my frustration because they wanted to see the results just as much as I did, and James and Co. have been complete professionals during this "issue."

Hey pert, when do you expect the tuned file to be ready and get some power pulls done? I ask because James is also currently working to update my tune file for a dealer reflash and I have to drive back down from LA to acgsd this week when it's ready. Id love to come down on the day you're there and do some power pulls with you...should be interesting since we have similar setups.
Lemme know.

Cool. James said he expected my updated tune file to be ready on wednesday, so looks like there's a good chance I'll see you there.

I'm guessing about Wednesday is when the Stage 1 stuff will be done on my car and they want to check that on the dyno before moving on to the headers and exhaust. Maybe they can run 3 cars over. I'm up for helping with shuttling them around if we could get them all done with relatively equal conditions on air temp etc.

Looks like its gonna be a busy first half of the week for us lol.... Wednesday might be pushing it to get all 3 cars done, but thursday looks really good. I will keep everyone up to date on status of each vehicle.
