Whats wrong with a VXR8?
Hes not going to nab speeders any faster and the vauxhall is cheaper, more fuel efficient, easier to maintain.
We have a Black C300 undercover car here in Miami.... Its a plain clothes detectives car and Ive only seen it in responding to a grocery store robbery, never seen it pull over anyone.

My favorite unmarked was an 80's Ford pickup. I was on my way to the airport in Columbia, South Carolina and noticed a shotgun mounted in the rear window. I pulled up next to the truck and to my surprise it was a state trooper. He had a mounted computer laptop and lights in the grill. I was shocked to say the least.

I would rather have every navy seal driving a 100,000$+ car payed by the government than lazy people getting free money from the government. but thats just me.

I think plain wrapper stealth police cars are much more common than we think. Once in another city on consecutive days I saw a Prius and a Volvo wagon that had pulled cars over.
