do you most states even license mechanics?
PA gives a license for the state required inspection/sticker, but not to work on cars

Good luck getting insurance if you do not have some sort of trade certification for the job you are performing. No insurance company will insure a shop if the staff are not appropriately trained and certified (although I am sure there are plenty of shops who have people like that, if one of those mechanics messes something up or wrecks a car, the investigation will likely not go well for them)

She drove it for work and the oil leaked from the oil filter over the course of a few days until I got a call that she broke down and was on the side of the high way. After we realized what happened, we looked at the parking spot and saw oil in a trail coming and going on the blacktop. True story
