I don't know but don't think there should be any extra charge for the Mobil 1 0W40 as it seems to be similarly priced to the MB 229.5 5W40 which the dealer should use otherwise.
Are you taking the car to an Indie or the dealer? Best bet is just to give them a call and ask. Check out some other dealers (if there are any) or indies to get your best deal for comparable services.

Use an oil that meets MB 229.5. Period. I'm not sure if any non-synthetics meet the spec, but if you're tight on cash and can find one, go ahead.
To me, fussing the price difference of one oil vs. the next for an annual oil change when considering the overall impact on your operating costs isn't worth it. Good oil is cheap insurance, IMO. Heaven forbid your alternative doesn't hold up.
