Not at all -- I legit passed. There's a lot of misinformation about this stuff out there. You can do just about anything to exhaust systems as long as you don't touch the actual cats (not secondary cats) in California. All you have to do is have your computer reading the right info based on your O2 sensors, and you're golden since California only smogs via OBD2.

So go to a different smog guy... Plus, you know you can only see if secondary cats were removed if the car is on a lift right? I highly doubt your smog guy is going to put your car on a lift to make sure you have some bottle resonators still there...

I have a shop that will take the 2nd cats out and a smog place that will pass it, but can't post it here. Once you get to know them, they will do it.

if you need a shop, not an exhaust shop to install a bolt in x-pipe my usual shop can take care of that for you. if you need your resonators removed there is a muffler shop 1 mile away that my shop uses for that type of work. located in Sunnyvale.
