camshaft sticking video - need help analyzing

Near tail-end of new HBs - installed cams, and turned crank to verify timing with R-side exh off (or so I thought) - turned cam-bolt just a tad when it snapped into place. The cam gets 'stuck' (doesn't move) and then returns after about 10-degrees of turning (crank becomes harder to turn and then relief after the snap). From the clicking noise, I now realize it did this before I removed them (much worse now). Adjuster test fine (no play) and assume some lifter/valve issue but can't find any info. The only issue I had before I pulled it apart was about a second of start-up chatter that I thought might be a worn pin in the adjuster but now suspect maybe this? Any info appreciated.
