Windshield wipers non-functional after replacing fuses 5 and 28

Hey guys, sorry about the influx of posts - a lot of issues i've been dealing with lately. A bit new here so let me know if i'm breaking any rules, etc.

I replaced fuses 5 and 28 with new 7.5A fuses earlier today in an attempt to fix my dead instrument cluster - but turns out it was just my old battery that was causing the issue. The IC is working now (along with everything else at least i'm aware of atm) but after switching the fuses, the windshield repairs are no longer functional. Not able to turn on, dispense wiper fluid, etc.

Any idea on what's causing the issue? I disconnected the battery terminals and waited a bit before reconnecting when I made the switch.
