I copied this pic from the photo thread. What is the process called of putting a painted line on a wheel or under a bumper? Am I looking for a shop that paints calipers, a powder coating shop?

That appears to be what they call alloygator wheel protector .... In North America its sold everywhere and dealers install on leases to protect the wheels from curbing

This beats the reason for me to spend money on some nice, maybe even forged, wheels...putting some cheap plastic protectors on it because you cant judge the curbs...my put as well hubcaps on a steel rim.
