15 years rules to exempt from miles to km speedometer modification?

04 SL600/07 S65
15 years rules to exempt from miles to km speedometer modification?
Hello

The 07 S65 will be difficult to change speedometer from mile to km than subsequent 08 models.

Is it true there is a 15 years rule to exempt this requirement after 2023 as it will be 07+15=22? If need import it to Canada?

Please advise
