Please Help With This Issue

A little while ago, my friend purchased the updated 2003+ Bi-Xenon headlights for his 2002 CL. When we found out it wasn't a direct swap, we had to search for the adapter/kit needed to turn the car from Xenon to Bi-Xenon. After searching for a little bit, we found a guy from Germany that sold us the kit. To top off the updated look, he also purchased the clear 2003+ fog lights.

Now, when we got the headlights put in fine, no problem. Working exactly like they should. Here's the problem; we can't get the newer fog lights to work.

The fog lights are powered by/connected to the headlights. On the back of the older headlights, there's a slot for the fog lights. And the slot on the back of the newer headlights for the fogs are a different shape than the older ones. So what we thought we had to do was re-wire the fog light ends to fit the new headlights. However, instead of getting 12 Volts needed to power the fogs, we're only getting 6 Volts, therefore they are not lighting.
Now the fog lights are not working.

What should we do? Is there a solution to this?
