Tail Light bulb not working

Hello everyone I have a 2002 CL500 and the rear tail lights both have two bulbs on one side the left side both bulbs work but on the other side only the inner bulb works I moved the bulb from the working side to the other and still does not work.. these is quite a bit of rust there, and I was told to fix it I would need to replace the entire tail light what do you guys think?

clean up everything
put good bulbs in there
when a bulb is blown and in your coding you have "replacement light" or whatever that was called activated the socket with the blown bulb deactivates and is rooted to a working replacement light
If I remember well you just close the car then wait a few minutes then the replaced light should be reactivated

fixed with a little aluminum foil
