38.000 Miles..??? With that low mileage I would try and get everything repaired that is required and keep the car.

Dealer wants 7k, I asked them to take a sample of the fuel rail, because the sample they took was from the rear. If the fuel rail looks clean I just want to replace the tank, sending unit, pump, filter, and reverse flush the line from the front

You should go somewhere else. I think the dealer isn't using experienced technicians. If they're saying 'replace everything' that's being deliberately over the top. An independent mechanic will do a proper diagnosis and get it fixed for you. It won't be cost free and it might take more than one attempt but it may well come out under $1000 instead of $7000. If it has a plastic tank it won't require replacement, just cleaning at worst. Filters are there to stop crap going through the system so replace the filters. Should be fine after that.

I'd definitely replace the fuel tank, flush the fuel lines and see how the fuel rails is doing before even attempting to fire up the car.
If the injectors are clogged you'll have to clean or replace them.

I was hoping that the gas tank would be made out of aluminium, not sheet metal
