That is sort of an "open" question.
The real question is what sort of face contour do you want? With a straight face, and the lip totally exposed yes 3" is max. If you want a rounded, curvy face, or the spokes of the wheel covering the lip, etc etc you can get more lip.
My personal preference is the straight face, uninterrupted lip look. What look do you prefer?
