Noise When Turning Slow Speed Front End

I just started noticing a strange noise coming from the front when turning and sometimes when driving straight at low speed. The sound reminds me of a marble inside of a glass bottle with a slightly rough surface thats being slowly rotated. It's most pronounced when turning at slow speeds like when parking. It will do it when going straight as well but doesn't sound quite as loud. It's definitely coming from the wheel and it seems to be isolated to the drivers side.

The only two choices are brakes or wheel bearings. Sounds like the bearings.
Lug bolts are tight and backing plate not rubbing I assume.

The lugs are tight and I checked the back plate this morning and it doesn't seem to be rubbing. It sort of sounds like a ball bearing inside of a bearing with no other ***** in it. I know, it's hard to describe. I've heard bad bearings before but only after they've gone totally bad. A loud hum on the highway that goes away when turning into the bad side. I've never heard one that's just starting to go out at low speeds.
