Question Instrument Cluster

2001 CL55 ` Instrument cluster is dead . I removed the cluster and sent it out for test and repair.
Reinstalled but the speedo is stuck at 20MPH and the only sign of life is the red SRS light comes on upon startup and then goes out.
Assuming the unit is still good then it leaves a fuse or bad wire most likely.

Does anyone know which fuse is for the instrument cluster and/or have any kind of wiring diagram?

I have already removed the driver's seat and center console and see no evidence of a bad wire.
I have tested every fuse I can find in the engine compartment and behind the passenger seat .
I don't know if there are any more locations for fuseboxes
Any good advice would be appreciated.

Arrow found fuse box description

Looks like fuses 19 thru 21 in the engine compartment fusebox plus fuses 84 and 85 in a third fusebox that is supposed to be on the passenger side dash but I didn't see it _ will have to go back and look tomorrow

fusebox

removed both sides of dash where fusebox is supposed to be located _ the documentation says the fusebox should be on the right for left hand drive and vice versa for right hand drive. It is in neither place.
Anyone know where it might be?
