AC/heat delays
During these delays, I've tried kicking the different settings between windshield, front, feet, but it doesn't help.
Semi-related, fan speed 1 is barely noticable. I have to hold my hand against the vent to feel the slightest of hints of air. I'd compare it to other cars I've owned where some air leaks out just when driving (without air circulation on). If I switch to #2 it becomes barely noticeable. #4 is what I'd normally think of as "low" speed. 5+ are big jumps up where the fan really kicks in (like normal). Curious if anyone has seen similar behavior. I plan to mention this to the dealer next time I take the car in.

for fan speed, 1-3 = nothing, 4 is smallest, and 5 is a bit too big for me, i got same as you, i think this can be adjusted on software side.
AC/heater delay, i don't have this 10-20 sec delay, usually turns on 2-3 sec. but i have noticed, when i turn off AC, the cold air stay on for sometime, feels like i got free AC for about 10 min.
by the way, my car is at dealer for turbo oil leak/blue smoke at tail pipe, at only 1900km, so bad...waiting for dealer to get back for me.
1. Turn on the car (only happens the first time I use heat/AC after turning the car on; even if it's just a few minutes between off/on so it's not a matter of the car heating up or something)
2. Turn on the heat where the vents are set to front (not windshield or feet)
3. After about 5 seconds, air starts blowing but only for the left and right vents (not the three center vents)
4. After about 20-30 seconds, air starts blowing out all the front vents
The dealer didn't know if this is normal or so we went to another A220 and tried it. It did the same thing which makes them think this is normal. Couldn't explain why the car would do this but it wasn't something unique to mine.
This isn't a major problem so I didn't push the issue further but I still think this is weird behavior.

my A250, i only notice, there is delay on vents to blow air after i turn it on, 1-3 sec, but all vent blow at the same time after i select the hot/ac on. maybe different in A220
