Actually that is 8 mm to start with, sometimes as little as 7.5.
You would have far too much squirm with 10mm high blocks.
The wear bar sits at 1.5 mm and in most places you need that as an absolute minimum over 80% of the tread area. Therefore, the useable tread depth is 6-6.5 mm in an ideal world. With our lowered cars (or even stock) the inside edge will wear out long before you reach the wear bars in the centre.
