safe or not, dunno. They are used and I cannot guarantee that they are all in perfect condition. Worst case, they might need to be re-built which should not be too costly (on average $100-150/shock for a bilstein or koni). That is why they are being listed so cheaply.

Kleemann claims that they are not simply rebadged shocks.

no idea what vehicle they came from? or how many miles it/they had? missing a dust cover?

Came off of a CLK55. It had less then 10K miles on this suspension.
