Power Steering Fluid Flush?

Power Steering Fluid Flush?
When I turn the wheel at low speed, I hear whining noise.
Strange thing is - it whines only when I turn to the right.
I check the PS fluid level and it is full so I would assume there is no leak.
It could be power steering pump. I don't know.
I am just going to try Power steering fluid flush. Hoping that this will resolve this issue.
Here is my questions
1. How many quarts of PS fluid do I need?
2. Is there a filter?
3. Any advise?
