I had an exact problem before. Sounds like your current regulator's shot.
It will cost you $199 for a new regulator. I ended up paying $419 including the labor. Until you get it fixed, take the fuse out of the fuse box located under the hood.

It's in the top right under the hood. The manual I believe will tell you where the fuse box is as well. In the fuse box, on the underside of the cover, it will tell you which fuse corresponds to the fuse you are lookin for.

Your blower motor regulator is located under the dash by the passenger footwell. Take the plastic cover off (held by 3 screws I believe and you will see it) When the drains by your winshield wiper cowls get clogged by debris (leaves and stuff) it will direct water towards your blower and you may even experience a wet passenger floormat. Check to see if you have any corosion that is causing some sort of short before you fork over $$$ for a new one. Even if you have to, it is a pretty simple swap.
