But im not sure if the return addess on the ups bill is actually his, also I havent heard from him in almoast 4 weeks....

I find it funny how you stated these rims were fine, 
Once the guy at the wheel shop removed the spacer on the rear wheel, he was in shock how uneven the hub portion of the wheel would fit on the car and told me this rim is worthless..
Also there are bulges in the other tire
Oh, and i did infact recive the other tire and bolts.... 30 random size rusted bolts, and a used perelli tire that was in ok condition... cost me another 100$ in duty when it came, i should have not accepted it....

Not to instigate the situation, but I cannot believe this is still unresolved.
1. Why won't he talk to you? I can understand you both are frustrated, but work it out to what both agree to.
2. From the pics, the rims do look bent on his pictures and yours.

He doesnt return my calls, or emails...

Its really sad he actually thought the wheels were in safe condition when he shipped them to me, while i had them in my condo for months waiting for the bolts, then when i get em i find out the wheels are crap, wow what a waste of my summer and $
