Inner Headlight Issue

Inner headlight passenger side does not turn on when I put on headlights. But if I push the lever to turn on the high beams, the same light turns on. Could anyone help me resolve this?
Obviously its not the bulb, wiring?

There are two separate bulbs in that inner housing. Sounds like you need to replace the low wattage bulb.

i agree. sounds like the H7 high beam bulb is functioning fine. the city/parking
bulb seems to be out. #64132 aka H6W bulb. round base, bayonet fitting.

I just didnt realized there were two bulbs in the inner headlights. I took out and replaced the h7 bulbs but I assume everyone is saying there is another bulb in there also. Seems like a tight fit for two bulbs but I will go searching when I get back to my car.
