SRS and AirBag light on below 65 degrees

SRS and AirBag light on below 65 degrees
Hi,
Have a 2003, 430 Cab with 36k miles. Recently (as the outside temp decreases) the SRS light illuminates for about 2 minutes, then off for about 30 seconds, then repeats. Also the "AirBag off" LED in center console is on constantly when outside temp is below 65. If outside temp is above 70 deg. no problem. Generally (because of outside temperatures and the time of year in TN), the SRS & Air Bag lights are on in the morning and off in the afternoons. Any ideas on problem or best way to diagnose (outside the dealer) are greatfully appreciated?
