The rubber spring pad isolates the top of the metal spring from the body of the car. No spring pad = metal to metal contact
The spring perch essentially bears the weight of the entire vehicle less the weight of the suspension components/tires/wheels.
Is it safe to drive without them? I don't know.
I do notice an immediate difference in cabin noise/suspension noise when fresh pads are fitted. That rubber hardens over time and is going to transmit more and more noise into the cabin. FWIW, the dealer says they replace the spring pads everytime repair work is done to springs.

Springs pads are fitted front and rear. May not be the case if you have the load leveling suspension. I'm not familiar with that design, yet.
I think these spring pads have been used in MBz for many years. They are a very efficient method for the factory to use to tweak ride height based upon options fitted and the destination country's regs regarding bumper height. Cars sent to the USA tend to ride higher to meet the laws in this country.
The pad thickness is determined by a "point system" you can view in the EPC database. The more options, the more points, the thicker the spring pad
