no, you do not need to remove bumper.....There are clips that hold it in place...Look up bumper removal in this forum and you will find that half way thru they show you how to remove fog lights to be able to then take off bumper...has pics as well.....VERY EASY.

i just change mine yest.
jack the car up and go underneath the car and make sure its steady.. that jack from benz sometimes tilts to front or rear and the car will fall on u.. BE CAREFUL. then remove that plastic cover on each and bam fog light is there.
u can either change the bulb or remove the entire fog light.
the hardest part that there is a screw that is very close to the bumper and its sooo tight, so that will give u hard time otherwise its piece of cake.(to remove the entire assembly)
