Having the ENTIRE housing clear and exposing the HID/Xenon Bulbs would not be legal, so there is no way a Mfr will make one.... It is illegal because Xenon/HID is so bright, that it must have something to limit & control the luminance & aim. We have the opaque screen inside to control the light... while new Benzo & Bmws use Projectors...
You NEED something to control the light output... If you look at, say, like an Accord headlight, where it is clear... Throwing in a aftermarket Xenon kit (bulb, ballast) is illegal because it is improperly aimed & the light spreads/scatters too much... it will blind traffic ahead of you.
