That is aftermarket tint film that's bubbling. It was installed either by the dealer,or at the behest of a prior owner. Removal is pretty simple.
If you don't already own one, pick up a handheld garment steamer at Walmart or Target. It'll cost you $15-$20 and you get to use it on your clothes afterwards as they're a pretty handy item. http://www.walmart.com/ip/Conair-Han...eamer/10098019
Then you just start at either top edge and apply steam whilst you peel off the film. Using a spray bottle of water and shooting between the film and glass as you peel also aids in a quick clean removal. Then wipe down the window with acetone (nail polish remover) to remove any residual glue that's left over.
