a little section of paint started bubbling up on the right side of the panel which holds the bulbs for the rear licence plate. i sanded it to get rid of the rust. take a look at the pic below. the rust spot is marked in red. i want to take the panel off to do a compelete job because i can see that the paint bubbles go under the panel also. there are two philips screws on the ends of the panel and i took them off, but the rivet in the middle.......how do i take this off?
