Right Rear Fog Light Bulb Socket
I would bet most inspection-level mechanics don't even know rear fogs exist.
i would 100% leave that shop an awful review. Instead of looking out for their customer, or the public, they're just being cruel. I've never been in a state that can legally fail you for not having fogs; most cars don't have fogs.
man, that is weird. The first thing that would come to mind is that they are aftermarket units, but I don't really think that's it.
Speaking about Mercedes, at least those model year, they come out with 1 light on a side and the blank one on the other side (I had an E320 my1998 and now a CLK200k my 2000, both were same as yours).
I tried to upgrade fog light on the right side also, but there is missing a wire in the cable harness on the right side. I realized it after I cut the blank plastic and bought and installed an oem bulb socket (ok, I'm not sure it is called so).
About front fog lights, both are there and both have to work. Check bulb first, change it if in doubt, then check power in cable if necessary. I'm not sure, but there is one fuse for both of them, so if one works, the problem is in the other side.

Fitted on the rear drivers side only. Light unit on the passenger side is blanked off. You can fit a bulb holder in the blanked off light section and take a power feed from the
working Hazard Light Harness on the other side of the Boot/Trunk Lid. A lot of work for a unit that is not used very often. Bulb holders are available on e.bay.
Would advise that you get a sparky to do the job. This would avoid blowing fuses, and any other electrical damage.
