headlamp washers do not work?

headlamp washers do not work?
Ever since i bought the car my headlamp washers did not work, i didnt bother fixing or even looking at the fuse because they throw washer fluid all over the car anyway. But i just wanted to know does anybody know where the fuse is located for the headlamp washers? I looked by the steering wheel and under the hood, i couldnt find the fuse?

Kinda related, but of no help to you guys, but I figure you guys might know... what is the part number of those little triangles on the front bumper for the caps of headlamp washer? And if I were to buy a newer bumper without those caps, in order to install those caps would I need the rest of the headlamp washer assembly?
