Blower Regulator swap out issues.

2003 CLK500 CABRIOLET + 2003 W211 E500 sedan
Blower Regulator swap out issues.
Just completed a swap out of Blower Regulator on 2003 CLK 500 Cabriolet and experiencing issues and hoping someone can give me some insight?
Original issue
- Blower was switching on and off after car is switched off
I removed the blower, purchased a brand new regulator (BEHR A230 821 02 51) and re-installed.
Outcome
- AC/blower does not turn on
Troubleshooting Steps
- i removed the blower again and left it connected but unmounted. The blower now turns on through the climate control however same as original issue. The blower switched on and off after car switched off
- I did a reset of the climate control the 2 lights keep flashing, they don't stop. Still same issue
- When the blower is going, if i unplug the climate control, the blower stops so i am thinking that the issue is with the climate control? can anyone help validate this.
my questions
- what are the chances that I need to replace the actual blower motor?
- what are the chances that the new regulator is faulty?
- Could it be the climate control?
Also as an FYI, a month ago I had the stepper motor fixed to resolve the clicking issue in the dash. Do you think something could have been damaged during the repair of this?
Any help and insight is appreciated

NO LONGER ACTIVE
I would get codes pulled and tests run on the ACC panel. Since the lights don't stoop flashing, there is a problem somewhere in the system and codes can be read with SDS (not with a generic OBDII scanner).
