have you looked at anything, tried anything? could be the guage could be the sender could be a float who knows.

My guess is a stuck float. The fuel tank is split, "saddling" the drive shaft. There is a float in each half. If one side were stuck, it would never go below 1/2 a tank. If you are a capable DIYer and want to investigate further, access to the fuel pump and sender units is not very difficult.
