Clk200 2004 radiator fan not working

Hi, looking for help please, Clk200 2004, my radiator fan will not work when the engine temp gets high, the warning on the dashboard says check coolant, all levels are correct. If I switch on the air conditioning the fan operates at a low speed for around 10 seconds then stops. I have checked both fuses 51 and 5 by the battery which are good, power to the fan plug red, brown and constant 12v on the smaller wire ok, but questioning a max voltage of 3.8 volts on the green/blue wire from the sem, is that correct, appreciate any assistance. don't know the exact voltages... but check the fan controller and the fan by feeding it with 12v from battery, be careful with your fingers, it will run at full speed if it's ok
