My Tachometer needle stucks at red zone.

My Tachometer needle stucks at red zone when engine is off. It shakes up and down when the engine is running and of course it doesn't reflect the correct RPM. I have disassembled the cluster to check the needle. It has the same "resistance" like other needles. Would it be a mechanical problem or an electrical problem?
