[2.7CDI 2003] temperature controller problem.

hello, I'm new and I have a question for you related to the blower controller. Unfortunately, at low temperatures, the blower panel does not start until the engine warms up the engine compartment a little and after stopping and turning off the engine and restarting, it starts working. Has anyone had this problem before. Thank you for your help.

Thank you for the information. I already know what happened. the problem is the fuses, specifically the one from the air supply in the car is melted. the question is whether this melted element can be bypassed by installing and routing a new cable together with the fuse?
