Fog Lights Problem (encasing fading)

I recently changed my stock fog lights for 4300K HIDs. When I was finished I noticed when I turned on the fog lights, there was not just light coming from the front circular "eye" but as well from the encasing behind it. It would appear that the blackish film that protected the encasing of the fog lights has begun to fade.

Does anyone know what that film actually is made of? More importantly, has anyone encountered that problem and found a solution to it?
