Just out of curiosity, what does the batter test at without the car on?

14v until I rev it, then its like 17ish. It tests "bad" according to autozone.

14v with the ignition off? That's a bit high. Do you have an extra battery (maybe from a primary car) that you could possibly throw in for a quick test?

14v ignition on. Havent tested it off. I dont want to waste any more money but im over here scratching my head.

I can tell you right now, if that battery isn't junk already and it keeps getting 17v it will destroy it. You could have received a DOA voltage regulator. Stranger things have happen.

Either you have gotten the wrong regulator/ or it is no good or installed improperly but your original issue is overvoltage which should be a regulator issue, replace the alternator with a new or rebuilt on, preferably new being an 01 it is time anyways if the mileage is high like over 100K miles. The other cels seem to come about after the lights go bright so start with the alt and get the battery retested and replace soon or as another has stated any battery with the right cranking amps will do for a short test after alt replacement. Also do not rev the car like that in neutral, unless you need more grief. Solve one issue at a time, when voltage is back to norm 13.9- 14.3 with car running and stays within this range then do the full stop(left-right) steering wheel reset because you would have disconnected the battery at some time during the alt replacement( hopefully)
