Abrasion damage, how to fix?

Depends what cheap means. Since it is just a side skirt I would have a reputable shop match the color and respray it. Otherwise you would probably be left with getting a small bottle of the touch up paint and it would be unnoticeable and 80% perfect.

No seriously you can remove the panel easy and use body filler follow up with repaint. A suitable spray can should do it just find the right brilliant Silver match or take the panel to the paint and body shop along with the petro door for matching.
Touch up will work but not hide the scar, It depends on how perfect you want it. when you wax it the scar will likely stick out for you only.
