How to clean the chrome/aluminum around the windows?
I don't think this is chrome because it looks different than what's on the front bumper below the grille. I purchased this wax cleaner just for this, and I tried cleaning it with many different things. As soon as I clean it, it looks fresh and clean, then as whatever I use dries up on the surface, it returns back to this. How do you guys clean it? It is very noticeable, I can wash my car and make it look brand new, but this stands out so much that if this was cleaned up and shining the car would look 10x better.

Try a good car wax, no abrasives or you'll just scratch the surface then it'll be ruined.
Amen. There are some expensive anodized aluminum polishes on the market, but a good wax will work. However it won't gleam like chrome. The anodized aluminum window sills on my GTO are now 52 years old. They don't look much different that those on my '14 GL and ML. Like Tigoman says, DON'T try to make it gleam. You will remove the anodization and the bare aluminum will shine for awhile. But then you'll have to do it again. If you see black on your polishing cloth you've gone too far and it's too late.
