Question regarding wheel offset.

Question regarding wheel offset.

I have stock 18" wheels which is 18x8.5 +25mm offset front, 18x9.5 +28mm offset rear.
I would like to upgrade to 20s but before i start looking for it i need to understand the wheel offset meaning. I don't want to use spacers .Should i only consider wheels with offsets of +25mm front and +28mm rear or other offsets is acceptable ? In case that i can use other wheel offsets what are they ? More or less mm ?

Just dont go any higher in offset as listed above but on our cars lower offset looks good where it brings the wheels flush with the fenders.
