Are the lights actually not bright, or are they just not shining where you need them to?
I would ensure that the "self leveling" mechanism is working. When you turn the headlights on they should very noticeably lift from a very low position to centered. While parked 2 meters from a wall you should notice the light pattern on wall lift from almost the floor to the headlight height (that's not a technical description - just going by memory about how much mine move - but at 2 meters it should be very noticeable).
Barring that, the only thing left that I can think of is the ballast...

Yeah I know exactly what you mean. I have active steering also, but when i first got my car I thought my bulbs needed replacement as well, did nothing. Doesnt bother me anymore since Im use to it, but I think it might be just an old Ballast that needs replacement maybe???
