Really?
Do you have anything else to add?
I am not sure if this gets crazy with other models... I understand the diesel is a pain in the butt. But with the CLS or the E Class the cooler is right up front. It takes 5 min max to remove the radiator fan then you have to remove the steering reservoir, couple of screws then you have access to all screws. I am not 100% sure you don't need to remove the belt but I am sure the dealer won't remove it.
I got a quote from a different shop: 1.6 hours of work!
There is no way the Mercedes dealership needs 7 hours to do the same job.
The seal is $17 at the dealer.

Yeah that is not the correct estimate (or you live in a very expensive place).
Work is:
Drain coolant and save
Drain steering fluid and discard
Drain oil and discard
Remove steering reservoir
Undo ~6 bolts
Replace cooler seal
Tighten bolts
Replace steering reservoir
Fill fluids
~2hours and ~$100 in parts/fluids

yes, you are right, I found a shop that quoted 1.6 hours. But many other shops wanted a lot more.
What bothers me the most is that the dealer does not go by the book and charges whatever the mechanic says. I thought Mercedes has a clear number of hours for this job and this is on based on demand!
