Is he using a real scan tool, not a code reader?
With a proper scan tool, an experienced tech can interpret the appropriate values. to see whats going.
How are you monitoring the fuel pump control units (left and right). You replaced both fuel pumps?
How do you know your fuel gauge is accurate, is there actual fuel in the tank? Did he measure fuel rail psi with a gauge at key on and during cranking?
Throwing parts at these cars gets expensive fast.
Its hard to diagnose a concern over the internet, if I had the vehicle at my shop, would be much easier.
In and out.............
I'm sorry I'm no help
Good luck

Did you check the fuel pressure on the schrader valve on the rail?
It is kind of hard to believe that you do not have any codes present!
You might check to see if the fuel relay and or fuses are working properly.
