Depends on your region/location. In some parts of the world, this is quite common. Other parts, definitely not. Seen both the sides. 
Other than at home, I never place my feet on any furniture. Even at home, shoes on any furniture is a big no-no.

In my getting older guy opinion, I think this guy waiting for his car was out of line. People were staring at him. I think we as a society are getting more and more “comfortable” and decency or respect for environment is being thrown out the door. I think outside, on a park bench, it’s ok. It was the picking at his toes, rubbing his feet together, and the wiggling of his toes that was really irking me. *See also airline passengers...

Definitely unacceptable.
I'd speak up if I saw this.
(Especially when I got into an almost similar incident on a plane riding business class. Asswipe behind me put his foot up near my window just below my headrest.
Told the stewardess and no action, so I took it upon myself to stand up and confront the guy)

This is about as bad as going to even upper end hotels and seeing people show up for breakfast at 7am in their pajamas...guess I'm getting old or too traditional, but I mean seriously, could you have not gotten dressed to look even half decent to show up for breakfast? People look at me like I'm the weird one because I'm dressed nice and ready for the day LOL
