Seems simple
Try removing them and see if the problem persists. Other potential causes could be your tires. Have them checked to see either if they are out of balance. If they are ask for a road force balance.

I mean the easiest answer to, "is it the cannards" is... was this an issue before they were installed and did this become an issue right after?
If they have always been on the car since you took possession and the vibration has been there since then I suggest you remove the canards and see what happens. That said I'd think there would be only a very small chance they could cause THAT kind of vibration.
