a car that can't do the throttle reset.
paint chips.. rust.
I have a few paint chips on the hood of my truck.. and I think the sprinklers caused them to rust. What is my best course of action on this? They are really tiny spots.. like the tip of a pen.
Any recommendations would be greatly appreciated.

Take it to a detailer and have them buff and refinish the hood. The other option is to repaint it yourself, but that won't take care of the rust which has already developed. My suggestion would be to do it right the first time around have it repainted. I believe you can gently remove the rust with a buffer, then spot paint, but who knows what the results would be.

Rust Spots
Very small brown ‘pinholes’ or ‘paint chips’, they are usually caused by road grit that has penetrated the paint film surface and moisture / acid rain has produced rust.
Correction- sand or compound with 1200 or finer grit paper to remove, use a rust inhibitor product Rejex CorrosionX, use chip repair paint and then polish to restore gloss.
