it didn't look like the chipped paint went all the way through the paint, but i think it did. the color changed from white to red. just wondering, what should i do before i apply touch up paint. should i just wash the area, dry it and apply the paint, or should i try to remove the rust first?

The paint will cure to the rust and rust flakes off over time, so the repair will not last. Best thing to do is to fix it before it rusts, this will need a sanding stone or sand paper to prepare it. Then u will need a rust inhibiting primer.
