Should bumper cover be painted before or after?

Should bumper cover be painted before or after?
Front bumper cover got cracked. I want to do most of the work myself except the painting. Do you paint it before or after installation? Thanks.

I would probably paint b4 installation to avoid overspray onto the rest of the vehicle.
