Tachometer broken

Hi all,
I had posted this request on another forum, my pc crashed and I do not have that book mark so I am posting again here.
I have a 1984 California 300 turbo, the tach does not work the tests I have done so far are, the pickup at the flywheel is ok puts out about 4ac volts at 700rpm the relay with fuse mounted on the top seemsto be the problem it is a 10 amp fuse and it blows in an instant I do not know what to trace it to does anyone have a diagram they can send me, or tell me what the next step should be the instrument repair guys say the tach it self is fine so what is causing the fuse to blow???
